This could be the reason for the question. when you move the cursor over it shows need additional requirements.

Today I found out about TinyCP panel. Till now, exact what I was looking for.
On topic: I have the same question, but what are the additional requirements? Shall I install Lets Encrypt by myself via the terminal? I install the lets encrypt already via install new package and I can see it under installed packages. But the descriptions says:: "transitional dummy package"
Hope someone can point me into the right direction!.

Just Install Certbot manually
and you can add lets encrypt inside Web menu, bottom right

Don't use certbot.
Just add LetsEncrypt certyficate from domain edit form.
I mean in tinycp v2
